Topic: Can QuestionnaireResponse.author be an Organzation?

The text indicates it should be a person. The alternate names suggest otherwise, they mention Laboratory; Service; Department; Company too.
We're getting QR's from hospitals, where the actual person isn't that relevant, but of course the actual hospital is. How do I go about that? Device seems the only way out, but in fact I don't care about the device, just the hospital.

In theory, QuestionnaireResponse should align with the Event pattern which would allow an "on behalf of" Organization, as well as Organization. Do you want to submit a change request?
