Anyone from the Financial world has done any mapping of the COB Date somewhere in a FHIR resource.

@Radu Craioveanu COB date, I'm not sure to what you are referring. The COB order of a person's Coverages (insurance plans and selfpay) may be expressed via the Coverage.order element, and when submitting claims, eligibility etc. - any resource which includes a set of references to Coverage the references should be listed in the COB order which is appropriate for the jurisdiction and context.
