ah, yes... the problem being that conflicts with the recommendation to use <system value="urn:ietf:rfc:3986" />... thus sometimes the system will be rfc3986 (when no CDA root plus extension was used), sometimes the root will be there...

Please I added a CR GF#133223 to get what you said as at minimum a narrative statement, or better a normative statement. Having the community guess based on an example is not good enough.
