Are Claim.Location and Encounter.Location signifying different resources.

The granularity could be different. For example, Encounter.location could be XYZ hospital emergency, while Claim.location might just be XYZ Hospital (or vice versa). There might be other use-cases for them to differ if the claim submission requirements and clinical workflow requirements differ. Also, there might not always be an Encounter for the Claim - e.g. capitation-based claims, provider-to-provider consults where there's no associated patient encounter, etc.
