With reference to ONC Interoperability Rule around 21st Century’s Cure’s Act, all Healthcare IT vendors would open access of data to Patients.
• Is there any EHR allowing access to the information to patients?
• Is there a layer for getting patient authorized and access APIs to fetch patient information using FHIR standard?
• How a patient can get credential?
• Is there a developer environment to test and build patient centric applications?

Allscripts supports patient access for all its products. The majority use a FHIR DSTU2 API. Patients can create their credentials and are granted access by invitation from the provider system. Development environments and documentation can be found at https://developer.allscripts.com.
