I don't think we've instituted any constraints there. Ideally, it'll be set up soon so they auto-merge on successful build.

@Grahame Grieve I've configured Mergify to test out; right now it's just for members of the https://github.com/orgs/HL7/teams/fhir-committers-mergify team (which right now is just you). So any PRs you submit should auto-merge when they pass status checks. Let's see how it goes.
