The status-codes.xml is broken. I can't edit it with excel. Are we now no longer using excel for this file?

The version from the repo is opening for me in Excel. We can fix your local copy if needed, as we did earlier.

We have to get people to stop editing that as an XML file and not as an excel spreadsheet. Or we need to change it into a plain XML file.

It would make sense to rename it to status-codes-spreadsheet.xml, or to change it to "plain" XML, as you say.
