ok, the build is actually back to being fully working. If you want to comment about publiushing issues associated with the change to code system (making it a primary resource in it's own right), now is the time to start commenting about things

@Grahame Grieve, I just updated the TestScript codesystem codesystem-testscript-operation-codes.xml per gforge item #9738 and after a successful local full build I see that the corresponding valueset expansion does not contain my updated codes. You can actually see this in the current CI build if you compare the following pages - http://hl7-fhir.github.io/valueset-testscript-operation-codes.html and http://hl7-fhir.github.io/codesystem-testscript-operation-codes.html - which shows your latest updates where you removed 'validate' operation from the codesystem but the valueset expansion still has it.

I believe the valueset expansion in the vscache folder is not getting updated. I found the file '-59198798.json' contains that valueset expansion and it's expansion date is 2016-03-09.

FYI - I deleted the 'vscache/-59198798.json' file and started another build. After the vs expansion step I checked and the file was re-generated with the correct expansion code values present.
