Where do I announce to the build I am adding a new codesytem that is not part of a particular resource but used generally among the request resources? fhir.ini?

have to do this for a valueset not using any more but shared by several other resources. just plunking it into terminologies folder doesnt seem to work

yes have to register it in fhir.ini

Does the build create the valueset for the entire code system
or do I add that too.

no the build won't create that. you'll have to add that too

argh... I can't figure this out
[java] java.lang.Exception: Unable to resolve the value set reference http://hl7.org/fhir/ValueSet/request-priority
I updated FHIR.ini and added the codesystem and valuesets files to terminologies folder. changed all the references in source to point to that. I'm just going to move the value set to communicationrequest folder. that seems to work. unable to commit since in the middle massive rewrite of DiagnosticRequest.

@Grahame Grieve when you get a chance can you look at http://hl7-fhir.github.io/codesystem-request-stage.html It supposed to be a code system and the value set is messed up.
