PA is updating Appointment (FMM=3) to include some properties that reference existing value sets (e.g. http://hl7.org/fhir/R4/valueset-timezones.html, owned by FHIR-I).

  1. These value sets are throwing build warnings because they include external codes, but don't have copyright info.
  2. FMM>1 content can't have build warnings.

Per https://www.iana.org/help/licensing-terms, IANA doesn't really consider their content subject to copyright, but they have a CYA section anyway.

Two questions:

  1. Should I be updating FHIR-I valuesets to add copyright info as part of the PA tracker I'm applying?
  2. What is the right way to reference the IANA non-copyright? Just link to their licensing terms page?
