This value set could not be expanded by the publication tooling: Error from server: The code system definition for http://terminology.hl7.org/CodeSystem/service-type is a example, so this expansion is not permitted unless the expansion parameter "incomplete-ok" has a value of "true"

I do think we need to fix this generally (however we decide is going to best to do that). These warnings, and even errors and prohibition in this case, don't seem to be very helpful and expected, to say the least.
