If a resource no longer uses a value set (e.g. http://build.fhir.org/valueset-care-plan-relationship.html), is it ok to just delete it from the resource spreadsheet? Any reason to preserve it?

Should be ok. I don't think we publish any value sets that aren't referenced from somewhere

@Lloyd McKenzie , I assume that is a non-substantive change that doesn't require FMG approval, right? I wouldn't think any code should be impacted by me removing an unused value set.
