Topic: Value Set consent-content-class does not expand

The Value Set http://hl7.org/fhir/ValueSet/consent-content-class has a huge valueset (All format codes, all resource types, and more!). This has lead to CR 13297. How should we deal with this and either get it to expand or make it so it's lack of expansion isn't a problem?
