I believe that changing search criteria names counts as a substantive change. Is that something that can be tolerated right now? (CapabilityStatement and OperationDefinition will be stuck at level 2 otherwise, though we could give them special dispensation to move forward as level 3 for this one publication)

it's substantiative. FMG can approve a change like that

Opinions from those that are impacted on whether such changes are acceptable? (Defining and/or renaming search criteria) There's probably 10+ in the spec as a whole that would be impacted.
