@Michelle M Miller the context : Reference(Encounter | EpisodeOfCare) element on RiskAssessment has not been updated to encounter : Reference(Encounter) like all the other similar elements. Is this an oversight or deliberate?

Probably a better question for CDS. Patient Care doesn't own RiskAssessment.

Yep, just tracking down history on it, I was supposed to apply it here: https://github.com/HL7/fhir/commit/8c6fae38c12a0909ef76d2ecd610e6b757e2e78d
