judging from the build, the Resource authoring page should mention that the resource must have an entry in fhir.ini, [security-categorization] section. The codes I could find were business, anonymous, patient, not-classified.
Are these described somewhere? I am adding one line to the confluence page , please check if it's the right thing to do.

sure that sounds right to do. The best documentation would just be 'do search for mentions of another resource, and clone them'
