Are URLs such as: http://hl7.org/fhir/2021Mar/ValueSet/observation-statistics expected to resolve for the ballot? The R4 version (http://hl7.org/fhir/ValueSet/observation-statistics) resolves, but it appears to be missing from the ballot.

No worries, my big concern is that there are a fair number of differences in the structure definitions and they would likely be apparent on the rendering of the page (e.g., the R4B version of that value set has a description of Description Needed Here and lost the contact, publisher, status, and title fields).
