Trying to tackle: https://gforge.hl7.org/gf/project/fhir/tracker/?action=TrackerItemEdit&tracker_item_id=15935&start=0 PA agrees that the operations are not normative, but I can't seem to find a way to tag the operations as not being normative. Has anyone run into this before?

Y create a new column called fmm and assign a fmm level to it . See http://build.fhir.org/observation-operation-lastn.html

actually, there's a column 'Standards-Status' - put 'trial-use' in there.

@Eric Haas I looked at that, but it still says normative even though the FMM is 3.
