Topic: OID assignment for new FHIR value sets

I'm not sure where the right place to ask this is, but I'm creating a few new FHIR value sets. In the ValueSet definitions for most of the value sets there is an OID as an identifier. Who assigns those OIDs for new ValueSets? I've heard there are upcoming changes to value set creation, so depending on how imminent those are, I think I'm looking for current-state answers.

For core, OID assignment should be automatic as part of the build process

The publisher should automatically update it when necessary. If you feel you need to change it manually, talk to @Grahame Grieve first.

but when creating a value set (as a publisher/creator), is it not necessary to add a new line to oids.ini? Or is the build meant to populate that file itself?
