In the QI-Core IG, we have 2 errors that are a result of the IG publisher not being able to resolve the URL for the value set reference to a binding to a US-Core value set. The canonical URL for the ValueSet, as listed on the US Core page is http://hl7.org/fhir/us/core/ValueSet/us-core-procedure-code, which is what we have listed as the valueSetReference for the binding in the profile. However, the IG publisher is giving: Unable to resolve resource 'http://hl7.org/fhir/us/core/ValueSet/us-core-procedure-code'. Are we referencing the value set incorrectly?

I believe that I have discovered the issue with us-core-procedure code valueset. There is an expansion error with the cpt codesystem (see here at bottom of the page: http://build.fhir.org/ig/HL7/US-Core/ValueSet-us-core-procedure-code.html). The other valuesets that resolve successfully don't have this error. @Eric Haas Does my assessment sound right and is it possible to fix?

Unless things have changed recently that is an IP issue with AMA and CPT codes - we can't expand them without paying.
