I'm stumped -- there seems to be something systematically wrong (I tried redlivering the webhook event, and recreating the PR, without success; testing with an unrelated PR is still working fine).

There's also a small conflict (by now) with master for this branch, but I don't think Azure Devops cares that mergeable_state is dirty on the request. (Though it couldn't hurt to resolve @Grahame Grieve.)
