I'm personally kind of hoping this will stay main-stream in "implementers" since it's such a broad topic. But I wouldn't object if the workflow community wants that (and of course I'll subscribe :-))

It seems that Implementers has a broad range of topics mostly focusing on "immediate" implementation challenges, while the workflow conversation is more on how to (re-)structure the related resources to support this capability. Either way, moving it from e-mail to zulip would already be a good step, but having a dedicated spot given the time spent on it might help further to more easily track and contribute.

The fact that it's design rather than implementation focused is enough of a selling point for me. I'll create it.

IMO It should be in implementations stream for broadest audience.
