A substream is just a stream that happens to have a "/" in its name. There's no relationship with the parent stream other than what happens automatically from alphabetic sorting.

I'd discourage making a stream time dependent. Presumably an Argonaut Connectathon stream could be re-used over time and would not cause issues (as by the time you get to the 2020-01 connectathon, no one would care about the 2019-09 one)

There already is a #uk stream. I haven't seen much in the way of STU3-specific questions that would justify its own stream.

Yes, I don't think their has been any UK implementation question in the UK stream. The odd one in the implementation stream....
I'm wondering why that's the case. Although, it's probably most developers/staff aren't comfortable posting on public forums (especially in the NHS)

It's also common for newcomers not to be aware of all of the context-specific streams. As well, the audience is broader on the 'big' streams, so you tend to get an answer faster.

just do it manually - create a topic in the new stream pointing at the old topic, then point the old topic at the new topic and ask people to move there (and hope they do)

In the UK activity has been pushed towards the Ryver forum hence diluting the traffic here. Whilst initially fairly busy, Ryver activity has now also diminished...

I don't think there is any need for UK sub stream unless the volume of activity increases substantially. Driving traffic ti the existing forum would make a lot of sense.

The desire is to encourage discussion from UK suppliers/nhs other than NHSD/developers and how best is to do that.

Fair point, though I don't think they are going to engage here on Zulip or indeed on Ryver - culturally it is not what they do.
As a UK supplier these days, it would be great to see more people here.
