@Josh Mandel Is that possible? In this environment, sending an email to all subscribers is probably not appropriate - or there should at least be a restriction on who can do it.

I think there is a warning (https://github.com/zulip/zulip/issues/853) -- that seems about right. After all, anyone can email fhir@lists.hl7.org in an unmoderated way.

In any case, I don't see a way to specifically prevent this (you can always submitted a feature request at the url above, but I'm not convinced that blocking would be the right behavior).

makes fine sense in smaller streams, so the advice is a little conservative.

I didn't realize they were filtered by stream subscribers. Is that true for both all and everyone? I'll adjust the guidance. (I recognize not everyone will read it, but at least then we can point to it.)
