This is not a use-case pattern that has been the focus of priority for FHIR. If you are sending, then you should look at the Messaging pattern that FHIR has. http://build.fhir.org/messaging.html

As for data representation, see http://build.fhir.org/datatypes.html#SampledData as available as a value in Observation. Also, have a look at Point-of-Care Device Implementation Guide https://build.fhir.org/ig/HL7/uv-pocd/

Second, the best place to ask this sort of question is on #implementers. #social is for non-implementation-related discussion. Third, when posting to a stream, make sure to post under a topic that's relevant to your question or, if necessary, create a new topic.
