I'm looking for a free visual SVG editor that will open svg files like http://build.fhir.org/patient.svg, let you move the UML classes around, and then save the SVG while preserving the xml ids in the svg. I've tried a few of the common ones, and they either don't work or trash the ids in the elements

if the ids can be round-tripped, then editors could use this to layout the UML diagrams visually....

no. Inkscape should work, but: https://bugs.launchpad.net/inkscape/+bug/1772766

I used Dia before for UML diagrams. http://dia-installer.de/
It can import/export SVG

well, other than using the stupid horrible swing open file dialog that sent my system into a death spiral (really doesn't like directories with >40k files), it doesn't seem to render the text correctly... and unfortunately, it doesn't preserve the element ids
