Who knows maybe it is FHIR underneath :-) We've been doing all the recording of UK vaccinations via Pinnacle & the start of the year was a joy but now..... hooking into those records for international travel passport......an interesting use I don't think ppl had initially considered ( though it used to be the case (still is?) in many countries that you had to show your yellow fever etc inoculations before they'd give you a visa so.... in one sense not that new.

https://smarthealth.cards supports many use cases for signed FHIR data (including verifiable vaccination records). Discussion at #smart/health-cards, and Connectathon track coming up in May!

(Having said this, there's a lot of other projects with ongoing work in this space leveraging FHIR infrastructure, including logical models and structure maps -- e.g., EU's proposed Green Certificate and WHO's forthcoming Smart Vaccination Certificate guidance.)

Does AOKpass use FHIR in some way? I hadn't seen this.
