Not sure; we're using FHIR directly in https://smarthealth.cards (and https://vaccinationcredential.org).

Again not sure but I'm expecting English citizens will be able to use an App to show test+vaccination status (and this would be FHIR based).

If I remember correctly they said (3weeks ago) they are running HL7 v 2.5.x but are working on moving it to FHIR.
