Accelerator programs are approved by the HL7 Board. If you want to set up a new one, I suggest you contact HL7 HeadQuarters

I have seen https://www.hl7.org/about/fhir-accelerator/ page. it is a good place to know about different accelerator projects running.
https://confluence.hl7.org/display/FA/FHIR+Accelerator+Home has lot of information , I am going through pages. I will get back with questions if I don't find answers to my queries .
